WebIt's a fairly basic pixel graphics editor with animation support, but I do prefer it over Graphics Gale as ASE has proper alpha channel support and the UI is cleaner, a bit reminiscent of Deluxe Paint. It has layer support and basic onion skinning. It is an open source product, but downloading the source requires compilation. WebGraphics Gale is good and it's free, aesprite is also good but it cost money, those are the only two I know that is good for that sort of pixel art. Photoshop is also pretty good if you set it up correctly, but unless you already have Photoshop it's a bad investment just for sprite sheets. And generally search for pixel art tutorials, not 8bit, 16bit, etc art (the "bits" have nothing to do with the art).. Also you might want to use a more pixel art friendly program than photoshop. A lot of people seem to like Graphics Gale which also has tools for animation.
